As it turns out, there are consequences for burning down the headquarters to a heavily armed faction of religious zealots. While the Witch Hunters do not know who burned down their outpost, they are willing to vent their frustrations on the people of Novigrad.

"Novigrad, Closed City" is a side quest from The Witcher 3 that focuses on the daily lives of the Witch Hunters. The quest itself is unmarked and, unless you use a guide like this one, probably encountered by chance. There aren't any significant rewards for completing this quest, though the two incidents explore what life is like in Novigrad.
How To Start Novigrad, Closed City
This quest is split into two independent parts that only become available after completing the quest A Matter of Life and Death. Each part is its own self-contained quest that will end when completed. As a result, you may see yourself activating this quest twice. It's odd but nothing to worry about.
The starting locations for each quest are below.
Magical Contraband | It will start after encountering Lussi, Fritz, or Walter. They are spread out across the city. Make sure to search the Witch Hunters involved in each meeting for a warrant that will give you the locations of the other two members. |

Fisstech Gang | The gang is waiting north of the Golden Sturgeon, near Novigrad's docks. Talk to them to start their quest. |
Where To Find The Three Keys
Half the quest revolves around three criminals who have amassed magical contraband. The trio is scattered across Novigrad and might be stumbled across when doing other quests.
While the quest will start regardless of which member you meet, it makes much more sense if you start with Lussi.
Lussi | She is on the north end of St. Gregory's Bridge, signaling for help. |

Walter | He is trapped outside a house, near Putrid Grove. |
Fritz | He is inside his house near Hierarch Square. |
Getting Lussi's Key
Lussi will ask Geralt to help remove monsters from her home. She is lying, of course, and was being searched by Witch Hunters. You will have no choice but to kill them. She will give Geralt her key and tell him about the remaining two keys before fleeing.
Getting Walter's Key
You will find Walter trying to enter a house while being chased by Witch Hunters. You will have to attack the Witch Hunters to get his key. Should he survive, he will give you the key himself before leaving.
If you take too long to help Walter, the guards will attempt to arrest him, starting a fight and killing him instantly. It would be best to step in as quickly as possible.
Getting Fritz's Key
You will find Fritz dead inside his house. His key is on the second floor. Use your Witcher Senses to inspect the torch at the top of the stairs and ignite it to open a hidden door. The key itself is on the desk.
The chest containing the reward is also inside this hidden room. Open it with all three keys to get your loot. It probably doesn't have anything too special, though.
The quest will be marked as complete at this point. It will start again if you attempt the other half.
Meeting The Fisstech Dealers
This quest's other half is started near the Golden Sturgeon. Follow the road northwest of the tavern to meet a trio of bandits on the road. They will call out to Geralt, making them easy to spot. They tell the witcher they've lost a friend in the crowd and need Geralt's help searching for him.
Use your Witcher Senses to find a set of boot prints nearby and follow them through the city. It won't take long before you discover that the bandits were lying to you and that the person you helped them find is a wounded Witch Hunter. You will have two choices here.
Stop The Bandits | Geralt will intervene and stop the bandits from killing the Witch Hunter. You will have to kill the three bandits in turn. Choosing to do this will forfeit your reward. |

Let The Bandits Continue | Geralt will leave the Witch Hunter to his fate. You will receive a small reward for allowing the murder to continue. |
Stopping the bandits will present another choice to you. The Witch Hunter is injured too severely to survive for long and asks Geralt to help him. If you are determined to help him despite his attitude toward witchers and nonhumans, you can save him. If you refuse to help him, Geralt will leave him to his fate.
The quest will end here unless you have yet to complete the other half of the quest.
